It largely depends on the temperature and composition of the water (a person
drowning in freezing cold freshwater can be revived up to a full hour after
drowning... this actually happened in Chicago about a decade ago).
Unfortunately, this information was determined using data from horrible
human experiments (including, but not limited to, the Nazi concentration
camps). When the oxygen is full of water, it is impossible to perform CPR
until you drain the lungs. Also, children are more likely to survive than
adults... they're just plain more resilient under stress conditions.
