Yes it does. Not explicity, but the limitation is implied. If you could
route one CED to many chipjacks, you wouldn't need to buy one CED for
each chipjack. Therefore, you cannot simply route a CED to something to
access the CED dice pool.

Why can't you oversample the file in headware memory instead of
oversampling the file on a chip?

The problem is that we're not talking about CDs. Any errors (if any) are
already there; on the skillsoft chip. Whether it is plugged into a
chipjack, uploaded into memory, or plugged into a skillsoft jukebox, it
doesn't matter.
Here, why not use this config:
Implant Chipjack (from Cannon Companion) + Headware memory dedicated to
the chipjack and linked to a datajack + CED.
Sure, it's definately not canon but ... so? :)
