I never really liked Encounter charts; if a player wants to pick a fight or
whatever I let them do most of the work and fill in the gaps;
PC "I'm gagging for a scrap".
GM "Okay, where doyou go?"
PC "Is there a bar nearby?"
GM "Sure, I just can't think of a name for it right now."
PC "Okay I go in who is there in there?"
And so on, if characters want to fight let them get there themselves.

extension cable back to the police station.
