Actually, Al, I can think of one logical reason.

Money.

I'd say the CED is a pretty new, pretty expensive
phenomenon (if you accept the theory that anything
that didn't appear in the SR3 main rules or any
previous SRII product is recent or cutting edge tech).
Probably only one or two companies make them atm. I
don't think it'd be a stretch to say that they're
DESIGNED to only interface with a single chipjack at a
time and not with headware memory or multiple
chipjacks (although I don't see that a jukebox would
be a problem with this reasoning). Why? Because that
means if you want to run more than one 'soft with a
CED at once, you can't do it by slotting up a chipjack
or two and loading a bunch of others into head-mem.
You have to get MULTIPLE CEDs and that means you have
to pay them twice, or three times the money, or
whatever.

That's a possibility, anyway. :)
