I never liked random encounter tables because they always seem to cover
combat encounters and not any other types.

I've also spent lots of time DMing Ravenloft... and their concept of 'there
is no such thing as a random encounter... if you feel the PCs need one, then
throw one in' sorta worked well for me.

Anyhow... for myself, I usually just come up with a list of 50 'encounters'
or so... ranging from combat to non-combat and throw them up against the PCs
when they need something to do, or it seems like 'now would be a good time
to throw in that encounter'

anyhow... sounds more like you need a "random NPC generator" instead.

off the top of my head this is what I can come up with:

1) Roll a d6 to determine RACE
1-4 : Human
5-6: Metahuman

2) Roll a d6 to determine 'toughness' of NPC
1-3: Lower
4-5: Medium
6: High

3) Roll NPC stats based on above:
Low: Roll d6-1 for each attribute, add any racial modifiers.
Roll d6-1 for each relevant 'skill'
As always, minimum result after modifiers (race and the -1) is
1

Medium: Roll 2d6 and divide by 2 for each attribute, add any racial
modifiers
Roll 2d6 and divide by 2 for each relevant 'skill'
As always, minimum result after modifiers (race, rounding
fractions) is 1

High: Roll 3d6 and take highest result for each attribute, add any
racial modifiers
Roll 3d6 and take highest result for each relevant 'skill'
As always, minimum result after racial modifiers is 1

4) Roll a d6 to determine what 'resources' the NPC has
1-3: low, give NPC up to 10,000 in gear
4-5: medium, give NPC up to 100,000 in gear
6: high, give NPC whatever you want

5) Roll a d6 to determine if NPC has 'friends' that might stand up for him.
Based on NPC roll result from (2) above:
Low: 1-5: None
6: d6/3 other NPCs will help him if he is 'losing'

Medium: 1-3: None
4-5: d6/3 other NPCs will help him out
6: d6/2+1 other NPCs will help him out

High: 1-3: None
4-5: 1d6 other NPCs will help him out
6: Roll on subtable:
1-2: 1d6+2 other NPCs will help him out
3-4: 1d6+4 other NPCs will help him out
5: 'everybody' will help the NPC out
6: Roll on subtable:
1-3: 2d6 NPCs will help him out, all are
'HIGH'
toughness level NPCs.
4-5: NPC has 'trick up his sleeve' that
gives him major
edge in combat (ie: shotgun in
cyberarm, special
cyberware, anchored spells)
6: A 'major player' is watching out
for the NPC
(yakuza oyabun, mafia boss,
power mage,
powerful corp backers) and will
ensure the NPC
wins.

6) Special: Roll d6
1-5: Nothing special
6: Roll on subtable:
1-3: NPC is in a bar where 'everybody knows his name' and
fight
will garner the attention of all. If NPC loses face,
he might have
to 'seek revenge' or make an example of the winner.
4: Fight will be broken up, roll d6:
1-2: Cops on patrol stop the fight or arrive just
after its over
3-4: Bouncers break fight up
5: Bartender pulls gun, might even fire it,
tells them to 'break
it up or take it outside'
6: Fight knocks over drink of somebody
important, they
decide to get involved and teach a few
lessons (either
himself or bodyguards)
5: Fight is on NPCs home turf... 'friends' (gang
members,
criminals, other shadowrunners) will 'want to speak'
with the
PC before he can leave the turf.
6: The Crowd... roll d6:
1-3: they aren't into this tonight. They rise up
against the
attacker. PC might not be able to show face
here again.
4-6: Crowd gets into it... brawl breaks out. Police
arrive
shortly.


Anyhow... thats just off the top of my head... this isn't intended to be
anything usable really... but might give you some ideas to come up with your
own table.
