I think it is not possible because it is a chip that enhances the flow
of info from the soft.
What you say has some merit, but IMO goes against the spirit of the
rule.
If you want to use it in your campaign, go ahead!
You sure have some pretty convincing arguements to make it believable!
and after all, that's all it counts! Suspension of bisbelief.
