The Matrix is based upon a mostly optical or telemetric system, not copper.

Actually, something that you may find of ironic coincidence is that the top
8-10 ISP's in North America are currently in the process of working out
major arrangements with 5-6 of the larger European-Slavic nations in order
to provide wider usage Internet Service as well as wireless support.
Basically LONG before the birth of "the Matrix", Europe will be ready.
