FASA gave them away about two years ago to try and make ED a bit more
popular. It has an HTML version of the ED main rules on it, among a few
other things, like a DOS-based character generator.

Someone I know owns this, and I wouldn't say this is really worth the
money, at least not if you already own the books that are on it. The
software is mostly dreadful (very poor user interface, though the map
maker is hilarious -- unfortunately, that's not what the authors intended
it to be :)

AFAIK, there are no CD-ROMs with SR rules or other stuff on it.
