According to Gak The Great, on Fri, 01 Feb 2002 the word on the street was...

They _had_ a range of 400 m in SR1 and 2, but in SR3 that got changed to
1 km.

A near-complete lack of RL knowledge on the part of FASA seems the most
likely answer, as SR isn't the only of their games to suffer from
ridiculously short weapon ranges :) SR3 improved things a lot; it's still
open to some improvement, but it's certainly not as bad as it was in SR1/2.
