If she has a SIN (and as she goes to college, I would assume she does) then
the fact would be mentioned there, wouldn't it? Also, LoneStar runs a
licensing system (as mentioned in the LoneStar sourcebook)... it costs a
ludicrous sum to get licensed (25 KnY as I recall), but they don't let you
do any big magical operations unless you've paid it.
