A fine example of thinking too much about the universe and not enough
about the game (no offense, Noah. :)). Skillsoftss may be intended to
work like regular skills, but they are still GEAR cards—and the
Yellowjacket card says, "User may not use other Gear cards while using
PRC-44B Yellowjacket".

It doesn't get any clearer than that.
