Alright, I think I might have figured something out here. FIrst off,
regarding fuel economy, RBB p.101 (who says this book isn't good for anything?)
There's a section on how much fuel is used based on what speed the vehicle is
travelling proportionate to Cruising speed. For everybody's sake, I'll
reproduce this here:

Speed Elec/ImpElec IC/MultiF
Cruising or less (base) (base)
Up to 2xCruising (base)*2.5 1/2(base)
Cruisingx2 to Max (base)*5 1/3(base)
Pursuit combat (base)*2.5 1/2(base)

Alright, after going over this I've got a few questions to address to the
public. First off, considering this, I'd suggest that Max speed be changed to
Cruising times 2.5 or even cruising x3... While most of the vehicles in RBB use
3, some are slightly less, and some have a maxspeed as low as 2X... I'd say
ditch the low performance once, and just go with 3X

Second item, is the fact that I always thought going faster in a car uses up
more gas... Anyone out there wanna explain to me why it's 1/2(base) for the
higher speeds with an IC engine? (or did I misread the chart?!)

Thirdly, I'd recommend that we include a category for less than cruising speed
which allows a vehicle better economy. That way if we put a ridiculously large
engine into a vehicle and give it a cruising speed of 900kph, then by driving
it at less than cruising speed the vehicle can travel further... any objections
to this? anybody understand this?

Most American cars are designed to get the best gas mileage at around 55 mph.
Didn't you ever notice that highway gas milage is better that city milage. Part
of the reason is there isn't constant stoping and starting on the freeway and
the rest is in the design.
Also note that gas mileage for a car starts crappy (for lack of a better term)
and gets better until you reach the idea speed at which point it gets worse.
Any category less than cruising would only get worse milage.
