I agree that the fuel tank itself is negligible, that it's the fuel that
counts. However, I would rather calculate the performance based on a full tank
of fuel.
I realize that the difference in performance is usually minimal, but
when we design big thinks (like Banshees and Road Trains) there is a
significantdifference in performance. Besides, that lets the GM fudge a bit in
favor of the
players as needed.
