I would say that a person would be able to drive and shoot, but with minuses ad
ded to the target numbers. The reason being that while they are moving faster t
hey may not be getting all the pertinet information about thier envriroment. Se
nsory overload. The car,s A-piolet would handle the easy stuff, keeping the car
on the road, avoiding colisions and so on.
The reason that the Rigger in the same posstion would get bounses and is able t
o do this, because he is in contact with the car. Most of the tasks would be do
ne in a semi/psudo/subconcious fashion. While mister street sam would have to d
o all of this the old fashioned way, by hand and eye alone.
