Subject: ADMIN: FAQ UPDATE

Registration messages should now be sent to the entire NERPS
mailing list. This is not reflected in the NERPS FAQ version 3.0, which
most of you received. The new version is 3.1, but this is the only
change (except, of course, the date.)
This is so that you can receive comments and even offers of
assistance before embarking on the project itself.
