The "Psionically Active" should have a better chance to resist
Psionic mental attacks than the "Psionically Inactive," even if they
don't know they're active (as in Wilds.)

Note that "Psionic Mental Attack" is different than "InterPSI Mental
Combat". InterPSI Mental Combat, which is what the quoted text is
talking about, is ONLY for PSIs thrashing one another's brains, and
CANNOT EVER effect a mundane. PERIOD. Its like Astral Combat or
decking in that fashion; it can't effect someone not Astral/Dual
natured or jacked in, respectively.

As such, an untrained Wild is a serious liability as they are Psionically
Active, but not capable of defending themselves well.

Now "Psionic Mental Attack" (i.e. mental attack by Psionic power/spell)
is currently resisted the same by both. I suggested "Shielding"
(PSI Defense) dice/bonuses/etc. Robert said it would make PSIs
immune to one another. *shrug* (And Wild's might well have shielding,
at some low level, which makes them more resistant to "mental powers"
but still vulnerable to InterPSI Mental Combat.)

Any particular reason? Why not just base this on Willpower...most
Psis will have high Willpower. From there, they can use their Hacking Pool
to defend themselves (maybe...)

Yup. Such is life on the streets, chummer :-)

Psionic "shielding" could be both your willpower AND your Psionic Rating
(remember, this rating decreases as you currupt your body with bioware or
cyberware). This means that a PSI that was pure could whomp on one that
was nothing more than a mass of wires.
