Based on the fiction, there should be the equivilant of
"Astral Combat" for PSIs. A way that 2 PSIs can engage
one another and then suddently, one of them fall down
unconcious/dead.

Even if they don't have telepathy, many PSIs have demonstrated
the ability to engage another PSI in "Psionic Combat", as well
as communicate with another PSI telepathically. (i.e. an active
PSI emits enough energy that other random PSIs can hear them.)

These are manifestations of raw PSI energy. (And may not be
available to Adepts/Wilds.) These are in no way able to
effect non-PSIs.

There should also be a "shielding" from mental attack
including PSI combat (possibly as an initiate power).

Gives us something to encourage initiation.

(PSI attack might be an initate power too.)
