Bart is a veteran runner (retired) and a legend in his neighbourhood. It was
on a run that he agreed to care for Rip after Rip's father and mother were
killed in a cross-fire. Due to a Yakuza attack on his bar (the Mellow Miaow)
he was forced to go on the raid to pay for repairs.
