I think that is a little high. even at rating x1, you will assume that a
resonably specialized full=si will spend about 1/3 of their points on
deciplines.

The karma cost would be related to the rating. If you want to go from 0
to 1, you would spend some proportionate amount.

The use of the term 'skills' is going to be confusing. The accepted term
here has been 'abilities'.

The problem here is that the standard psi pool does not reflect hacking
abilities. The result was the Psionic Hacking Pool, which is based on
the Psionic Theory skill.

The accepted pool has been:
Psionic Manipulation + Willpower/2 + Mastery Level

*That sounds very expensive. How about just rating? If the person is a Full
Psi and wants to get all his disciplines now, let's say, with ratings of
4,4,4,3,2,2. At x2 rating that's 28 pts. At x1 that's 19 pts. It still costs
a lot either way; one just seems (to me) more reasonable.
