SUBMISSION: NEW RACE: Warrows, Wee Folk, Halfling
DESIGNER: Todd Montgomery (Quiktek)
E-Mail: tmont@****.wvu.edu

DESCRIPTION: A variant on Dwarves that could be a very enjoyable
to Role-Play.

Warrows, Wee Folk, or Halfling
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
Taxonomy: Homo Sapien Waerlous

+2 Quickness, +1 Charisma, +1 Intelligence, -1 Strength
Low-Light Eyes, +1 die when using Social Skills

Appearance: Average Height: 1.1 m, Average Weight: 50 kg. Warrows
appear to be human children of ages 8-10 yrs. Hair and Eye color
vary as it does in humans. The childish facial features of this
race disarm most people. Most individuals have displayed the most
uncanny ability to persuade adults of all races with their charm.
Gestation period is 8 months. Newborns are typically 16 inches long
and 5 lbs. in weight, but are very healthy. Unlike other races, any
individual who changes into a Warrow does so between the ages of 6
and 8. Warrows also seem to develop quicker mentally than their
other racial counterparts. The reasons for this are not understood
at the present.

Background: In 2038 an intensive classification project of paranormal
races was undertaken by researchers at the London Institute of Paranormal
Studies. Doctor Henry McAllister, Associate Professor and Project Leader
for the classification project, published a paper in February of 2044
that has been a topic of debate ever since. His revolutionary results
showned that not all Dwarves are the same. Some subjects, which he termed
Warrows, showed vastly different physical attributes. And some subjects
seemed to stop development in the ages range of 8 to 10 yrs old physically.
This marked with some subjects showing to not have the Thermographic
vision capabilities of nromal Dwarves, prompted many to take his
theory of a new race seriously. But many pointed to racial variety and
statistical evidence to answer the questions McAllister raised. So the
lines were drawn and several research efforts have been undertaken to
develop more evidence. The first legal ruling comes from England in 2053.
This legal ruling proclaims that Warrows are to be classified as a separate
race and have all the legal rights therefore. It is expected that several
other countries will follow suit in the months to come.

Notes: Legally in UCAS and North America, Warrows are termed Dwarves. The
general population sees them as Dwarves or small human children even
though their appearance and mannerisms can be vastly different.
