I am working on an essay for NERPS which would give some guidelines for, for
lack of a better term, "random encounters" with cops and or gangs on the
streets.
The idea, at least from my perspective, is that if PC's hang around in an
area long enough, how likely is it that someone would notice and check them
out (ie someone calls Lone Star or maybe a ganger notices the guys with
weapons on their turf).
So far I feel that I am going to base the system around the Security Ratings
given to neighborhoods (either for # of dice, or base target #) with
situational modifiers for such things as gang wars, increased police activity
(royalty is visiting etc), time of day(?), full moon(?), etc.
Comments and suggestions would be greatly appreciated.
