I've got a few ideas for the Federal DeeCee writeup I plan to do.
I haven't checked 'em against any source except Paul Hume's write-up on
the area in the Neo-Anarchists' Guide to North America, so let me know if
it sounds like I'm cloning any other city.

In [insert year here], the District of Columbia was formed by
taking chunks off of Maryland and Virginia. Its purpose was to house the
government of the United States of America, and as a place where the
senators, congressmen, and other governmental people could live while the
government was in session. Except for a few workers, the area would most
likely be deserted at other times.
As time went on, more and more people moved to D.C. to try to work
for the government, the many forms of news media, or the various support
companies. Unfortunately, much of the area became lower-class, and crime
became more and more common -- scant blocks away from the White House,
wherein lived the President of the United States!
In the early 1990s, it had gotten so bad that the District of
Columbia had the highest reported murder rate of any city in North
America.
When, due to the growing popularity of killing educators with
stolen handguns, the D.C. schools finally closed in 1998, everybody in the
metro area knew it was time for action. Many forms of action were
discussed, but (as usual) none were taken.
The crime continued, including a rise in "white-collar crime" as
people tried everything they could think of just to get themselves and
their children out of D.C. and moved to nearby suburbs.

I will continue this part until it matches the timeline in NAGNA
wherein the government and governmental support takes over the whole
surrounding area, thus creating the sprawl we know as Federal DeeCee.
By the way, for those of you who don't hear much about the area,
this _is_ happening in DC right now. I'm glad I live in a suburb.
