This is a good question. The fines for this stuff is partly in
Shadowtech and in the Sprawl sites. Both of them not up to date. But
there are rules for licences: It is about 10% of the normal cost per
year for the licence.

Laws and fines: Take a look at Shadowtech page 101 ff.
Licences: Also Shadotech, page 104 f. Cyberware class A (semilegal)
licences possible, price, perhaps like class B? Cyberware class B (
police, partly military, security) 10% / year(!). Cyerware class C
(purly military) only for the corps. Looks like you have no chance to
get one.
Guns and licences: Sprawl sites page 122 ff.

Be careful the pages are taken form the German versions, but they should
fit +/- 1 to the English ones as well.
