'Ned' is a lowlife squatter. His brain has been fried by BTL and other,
unidentifiable, drugs. He does have one redeeming feature in between his
incoherent ramblings and droolings fits of paranoia, he know A LOT about
the street. When people go missing or when someone is gunning for
someone else, he usually catches the drift, and will happily pass along
the information for the price of a fix or two. Rumor has it that he was
once a city councilman, before the drugs and the chips fried his mind.
