The following messages contain revised versions of the global summary files.
For the most part, I just corrected some spelling, changed some phrasing, and
generally cleaned things up. It turns out I didn't have that many changes to
make in regards to CyberPirates (really just deleting the Pan-African
Federation and adding in Turkey were the major changes), but it is entirely
likely that I missed something. If you spot an oversight on my part, let me
know and I'll take care of it as soon as I can.

For the most part, shadow comments are no longer needed; you had your chance
months ago. But if you are REALLY burning up to say something, post it and
I'll consider adding it in. The big exception to this is the entry for
France. Eric Bonnet had written his own France, but then a France sourcebook
came out, blowing his version out of the water. So if you, Eric, and a few
others could post some shadow comments based on the information from that
sourcebook, that would be outstanding.

And of course, if there are any conflicts with other parts of this project,
like the Israel or Siberia pieces, let me know. I think I've removed all
conflicts, but again, since I don't know your submission as well as you do,
you are probably a better judge than I.
