I'm not sure how to do this game mechanic-wise, but I'll throw it
out anyway:

Saw "The Shadow" tonight, and it appeared to me that he was able
to keep several minor PSI powers running while in HtH combat without
noticable effect; and do other multiple PSI kinds of things (some minor)
without effecting his normal functioning. (Until things got really heavy.)

Possible mechanics include:

Allocating dice to sustaining a spell for the duration, and loosing
them from pools, etc.

Giving PSIs extra actions (reaction dice?) only for PSI actions.

Allowing them to sustain with lower (no) penalties.

Allowing them to sustain with no penalties but have to take drain
every turn (to discourage them from doing big things.)

It would add some sizable differences between PSIs and Mages at the
least.. (And may be needed if PSIs don't have "Spell Locks"..)

I was going to talk about this next week a little. I think I have a good
way to handle sustaining PSI abilities:

You can do one of the following
1) Take a +2 penalty for each sustained ability, similiar to
what happens on spells
2) Allocate 2 dice from your pool to sustain the power
without penalty. When then power is discontinued, the
dice are refreshed as normal at the next pool refreshing.
