I think the gist of the matter is that without major support
from somebody BIG, there can't be a "pirate" station.
Somebody has to fund the major tech and defensive systems.
And if someone BIG (read: top tier corp or gov) is funding
the "pirate" station, it really isn't "pirate" then, is it?
I would suggest a couple of things, take your pick. 1)
Power the pirate down so that they aren't a major force,
just small enough to escape the attention of most. A small
AM transmitter that just barely covers Cleveland (or
wherever). 2) Legitimize it. That TV station in Threats is
legitimate legal station. Of course, they don't cater to
the runner community like you want your radio station to.
3) Make it pseudo-pirate. By that I mean, it has to have
some mysterious benefactor feeding it huge amounts of cred
to pay for the tech and weapons. Who? That could be the
focus of a whole campaign.
