It sounds to me as if, according to NERPS: Atlas, educational
institutions will be a _lot_ more powerful than I'd been led to beleive
they would be in the cyberpunk genre (or, even, a beautiful offshoot like
Shadowrun.)

Educational institutions have some good things that makes them
genetically selected for survival:

Intelligence
Money
Equipment
Respect

Even universities TODAY are powerful entities.
