The intention is for it to be focused on what goes on in the criminal world
at _street_ level -- so no yakuza/mafia/etc. but street gangs and fixers
instead. Where do fixers get their stuff, maybe rules for playing a fixer as
a PC, design guidelines for gangs, backgrounds on gangs, examining what
average people run into on the street, that sort of stuff. Mostly intended
to steer SR back toward cyberpunk a bit :)
