Learning and Improving Skills

Learning new skills, or improving current skills requires time, as well as
Karma. If the player chooses to use a teacher, he must also pay for the
teacher's services, which can become somewhat expensive for higher level
advancement.

Skill Improvement
All skill improvement, whether it is learning a new skill, or boosting
an existing one, is based on a test of a "controlling" Attribute (see
Controlling Attribute table). When the character goes to learn the skill,
he makes a test using his controlling Attribute versus an appropriate
Target Number. The Target number is equal to the new level, modified
by the values listed in the chart below.

The base time for improving a skill is 30 days, divided by the number of
successes made in the learning roll (round up). If no successes are
rolled, the character has not learned the skill in the first 30 days,
and must make the test again, but his target number is reduced by 2, and
so on, for as long as it takes to learn the skill. Note that it doesn't
cost more Karma, but it may cost more money for a teacher.
Learning a new skill requires the same type of tests to be made.

Teachers
Teachers must have a minimum skill level at least equal to what
the player is trying to attain. Thus it becomes difficult to find teachers
for the higher levels of skills. For every two levels that the teacher's
skill is above the level that the character wishes to attain, the learning
Target Number is reduced by one. As well, if the teacher has a Special
Skill, such as Teaching, he makes a test versus the level of skill he is
teaching. For every two successes, the player's Target Number is reduced
by one.
If a teacher is used, he will cost money, as well as time. A
teacher's services will cost 1000Y times their skill rating, plus
expenses. If the teacher has the Teaching Skill, an additional 200Y
per skill rating is added to the bill.

Requirements For Learning Skills
One requirement for improving a skill is that the player must have used
the skill in the last three months (unless he uses a teacher). Note that
training with a skill does qualify as using the skill.
During training, a maximum of two skills may be learned at the same time.
For the purposes of learning, spells are considered skills as well.

Raising Attributes
In order to raise an Attribute, one must spend, in addition to Karma, a
number of weeks equal to the twice the Rating he is going to. Only one
Attribute may be raised at a time, though an Attribute can be raised in
conjunction with one skill (i.e., the Attribute counts as another skill
while training).

I was just looking for a way to moderate the rate of learning in my
campaign. For now, this has caused no problems within my group.
