The following is a slight expansion of my flamethrowers post on ShadowRN,
modified slightly so as to be more of a game-world text. I've also added
in Martin Gotthard's comments, as well as another type of "flamethrower."


FLAMETHROWERS

A traditional flamethrower consists of one or two fuel tanks and a gas
tank (to keep the fuel under pressure), carried on the user's back. This
makes it effectively impossible to conceal. The tanks hold between 10 and
20 "shots" of fuel, depending on the model of flamethrower.

The fuel is sprayed through a "gun" connected to the tanks by a flexible
hose; at the muzzle of the weapon are ignition cartridges which ignite the
fuel when the flamer is fired. It is also possible to fire "cold shots"
simply by not firing one of the ignition cartridges.

Flamethrowers are not common weapons in the modern world, as their use is
severely limited on a battlefield, and even more so in other situations.

Game Information

The flamer can be fired at a single target, or it can be swept across an
area; for the latter, use the suppression fire rules from Fields of Fire.
Anyone hit by the flamethrower takes 9S damage and is set on fire, taking
6M damage at the end of each turn the fuel burns. If firing the flamer for
more than one consecutive action, the weapon can be kept firing during the
time in-between, and doesn't use up any extra ignition cartridges. For
every action fired, though, it uses one shot of fuel. Switching it off
requires no actions.

For example, Pyro the street sam fires a flamer on his initiative of 22.
He fires up an ignition cartridge to do so, and decides to keep it on
for a while. During actions 21, 20, 19, etc. the flamer is still firing,
and doesn't use any ignition cartridges. However, it does use a shot of
fuel on action 21, one on action 20, etc. If he keeps firing the flamer
until action 13, he's used 10 shots of fuel but only one ignition
cartridge.

Reloading a flamer takes about 5 minutes for the fuel tanks, while the
ignition cartridges count as being in an internal magazine (m). In some
flamers, they may be in a clip (c).

FLAME CARTRIDGES

This is a simple weapon consisting of a tube with trigger mechanism. It
holds a single round of ammunition and cannot be reloaded. When fired, the
projectile is launched, exploding after traveling 100 meters or when it
strikes a solid object. This showers the area around the burst point in
burning red phosphorus, setting alight flammable materials and causing
burns to people.

(>) Although it's a throw-away weapon, it's much easier to use than a real
flamethrower. Nobody will notice you have one of these in your pocket, for
instance.
