projecting mage would have. All benefits and penalties of being an
astral being apply.

NOTE: the magical version of astral perception satisfies the prerequisite.

Here's a quick question. Do the German guys that have limited
Astral Perception count for this? ('D' in Magic, you're German, etc)

I don't know. What are the limitations of the German guys? I don't have
the book. My initial thoughts would be "yes", but I don't know the details.

Is this a FAQ yet? *sigh*
If a German (or second-generation emigrant) gives magic a 'D'
rating, they have what is commonly known as "the sight" or something like
that, meaning that they have limited astral perception capability.
Mechanically, if one of these guys (my current character is one of
'em) uses one point of Karma (permanently), they have Astral sight for a
short period of time (I forget how long.)

If I remember correctly, the German guys were called Spirit Watchers and
had only Astral Perception. Nothing else. They had to have at least one
magic point, and could never iniate, or develop their magic in anyway.
In other words, they were more like super magic sensitives.

They get Astral Perception that they can only activate by using a
Karma Point. It's strange.

Based on this, I would say that this is NOT adaquate astral perception to
satisfy the requirements.
