When done with the article, how should be formatted? I currently have these
guidelines:

No tabs or spaces beginning a line.
No carrage returns except after paragraphs (this causes some text editors to
get funny with word-wrap but I know this would work better for word
processors.)

Is this acceptable?

My major concern is whether I should add in carrage returns and format it to
a standard 80 columns or not.

For what it's worth, I don't put CRs except at the end of the paragraph when
I write messages, and it doesn't seem to go wrong anywhere (at least that I
know of). I think you should just use the two guidelines you put there at
the beginning, and don't worry about 80-column text. Only add CRs to the end
of the paragraphs, because otherwise I have to remove all of them by hand (I
can't simply say "replace CR by nothing" because then it would totally fuck
it all up)

If you put a blank line between paragraphs, and then do "replace CR
with %%" and then "replace %%%% with CR" and then remove %%"
