In proofreading NERPS: Shadowlore, I've found the part about Null
Adepts (people without magic ability who cannot be assensed or affected my
non-physical magic -- the book explains it better). I don't recall the
specifics about The Sandman, but as long as he doesn't have any magical
abilities there's no reason not to allow this character.
And, remember -- if you don't like him, DON'T USE HIM IN YOUR
CAMPAIGN! Even the Fasa rules are optional, ours are unofficial as well,
and this isn't even a rule!
