All _full_ psis, regardless of known diciplines shoudl get it. This is a
benefit/hinderince of tapping into the WorldMind. If only telepathics
can get it, than only telepaths should be able to perform psionic combat.

Adepts and Wilds should have to have telepathy as a dicipline.

Unlimited, if you know the target intimately, more limited if you don't
know them. Certainly it will work LOS, though (meaning it can work
through clairvoyance or some such).

This paragraph needs to be clarified. If we are talking about multiple
psis banning together to create a BIG power, there are some meta-ability
issues that also need to be addressed in here. One meta-ability allows a
single Esper to act as the "hub" and all the other feed into that hub.
Those feeding to hub don't need the meta-ability, but somebody damn well
better :-)

Combat is tough. It needs to be simple, but it needs to work. I'm not
sure offhand...

Meta-powers are a little different than magic. A) you don't get them
all and B) they have pre-requisites. Because of this, you shoudl be able
to spend your karma on whatever you want as long as you don't exceed the
pre-requisites. In the end, the Level 1 Master with two Level 1
abilities will be weaker than the Level 2 with the Level 2 powers. It
will all even out in the end. Limiting it to one power each level seems
awfully artificial.
