i already effectively agreed with that.

up to you, though i think full description, habits and hints on
roleplying the dragon would probably be more use in practice, though
complete stats for a few dragons would never go amiss.

not automatically true of the lesser dragons though depending on how
you go for adding on the locked - by whatever means barrier spells
you can considerably improve on a dragons armour rating and making
great dragons immune to the game system to all reasonable intents
would not be overly difficult. They are killable as they stand though
military grade autocannons loaded with APDS are very much the order
of the day and i cannot really see you getting your hands on one of
those when you need it (problem two, where did that brigade of
national guard come from as police backup).

Q? great dragon? i cannot remember, if so he would be quite immune
even if you load the thing with APDS ammo, though a syou suggested he
could well be lying low, its not every day someone gives you a
perfect excuse to fake your own death without you having to go out of
your way to stage it.

Just some more comments

As to your stick some comments into the doctors file it looks good,
we might need to be careful about the indent marks here and the size
of file we get but.
