Well, they're in the FAQ (which J.D. still hasn't sent me, hint, hint :) but
it boils down to that you need an Author-ID# (though I'm thinking of
chucking those out), which you can get by posting a message to this list
(_not_ to me personally) saying the followin things:

REGISTRATION
Project name [which hasn't been decided yet, BTW]
Title of proposed article
Your real name
Yor email address or Author-ID#
--------
Short description of what you intend on writing (up to 20 lines or so).

If you don't have an author-ID# yet, I'll issue you one after you post your
registration message on the list.
Once you've received the ID#, you can post your submission to the list --
please put "NERPS SUBMISSION" (in capital letters) in the subject line,
followed by the book title and your article title. This is so I can easily
pick out the messages I need to keep from the table of contents of my
mailbox. In the actual message you should put the following things:

Project name
Title of submission
Your author-ID# (if written by multiple people, list all ID#s)
-------- [8 dashes]
Followed by the actual article. Please do _not_ use tabs or spaces at the
start of each paragraph, as that makes it harder for me to format it all
correctly.

These messages were posted a long time ago on a mailing list far, far away. The copyright to their contents probably lies with the original authors of the individual messages, but since they were published in an electronic forum that anyone could subscribe to, and the logs were available to subscribers and most likely non-subscribers as well, it's felt that re-publishing them here is a kind of public service.
