As the US falls much of its foreign power (along with the CIA)
would certainly falter. Europe and Asia staying key concerns, but
Africa, Australia, and some of the less powerful nations would not have
the priority to have CIA operatives actually working in them.

OTH several FBI agents during that change over would stay in the same
general locations, if they could fit in.

I'd say that the CIA is fairly well established in any North American
countries.
