I think the CAS would lean towards the old stand-by intelligence agency
alternates: DOJ (federal martials), and perhaps the ATF (which have always
been based out of Atlanta, and Florida). Even now, much of the operations
of the DOJ, and ATF are organized from regional offices in the south. The
DEA is another organization run mostly in the southern states, and many
other investigative agencies loose officers to agency transfers to ATF and
DEA. These organizations would make up the backbone of whatever
intelligence office wound up being used in the CAS. The DOJ is the most
likely blanket to use.
