In this case we are referring to conventional (non-magical) intelligence
operation. The CAS, from what I've read and know of the certain states
in the south, wouldn't jump on to the magic thing quickly. Even the
intel community might be a little behind in that field. Probably looking
at the Tir or Aztlan... don't know which one I'd say gets the "most
sneaky mages" award.
