I'll bet the megas feel the same way. I'll wager that the UCAS gov't has
got spells no one else does, but I don't think that they have a large
magical department (in comparison to the "average" department size).

Absolutely correct, and I'll wager they have excellent training,
bonuses, and cool looking applications for mage's. Patriotism might help
get them, but it's rarely everything.
They'd also have cool Magical Theory depts.
