Just like the european powers did in the 1900's when they pulled out
of Africa. Why bother putting down native insurrections when you can
buy raw materials, take them home, make them into something, and sell
them back to the same country you bought the material from for 100
times the price. There is actually some comment about this in the
Aztlan book, they talk about Aztech dropping most of their heavy
industry.
