I've always pictured MONICA compared to the net sorta like Lex Luthor
compared to superman.

How will she stack up? She'll be powerful, but there will be a flaw in
her plan that will lead to her downfall.

How about have MONICA go through "legitamite" channels and try to get elected
to a number of different presidencies and whatever else is around, declare
military law and start fighting the megacorps. She could make "public"
appearances through the use of holo-grams of her icon and use different icons
in different countries.
