Just out of curiosity, what would Serpent have done if Lightning had just
kept the money?

Lightning will be there, but the merchandise will not be with him (he
doesn't want to lose it to some mugger/gang thereof, and he doesn't want to
get busted by the cops either). When he's met Mitch... I mean, uh, Serpent,
he'll phone up the carful of associates who are driving around with the
gear, and get them to come and deliver it to Serpent.

Advertised that fact, and reminded everyone of it any time he saw
Lightning hiring. End of budding business :) Made a vague effort to find
Lightning and kill him, but not looked too hard or too long: basically,
just cost Lightning rather more time, hassle and money than he made.

After all, what would Lightning have done if Serpent had just shot him,
taken the goods and left?

Fair enough.
