I would like to discuss a new posting "thingie" much like
the >>ENCRYPTED<< and the +++++ Include cool thingie here.

The other day I was writing out some mail to a group of people when
it dawned on me that I should send the same message to someone else but
NOT with everyone on the original list seeing that.

What I did was to create a list like this

Scourge, Dark Angel, Michael Morcock, >Roger Zelazny<, Alan Dean Foster

Where, in my mind at least, everyone would see all the names save
Roger Zelazny. He would get a copy of the posting (likely with
all the other addresses attached) but knowing that his name was
invisible. Kinda like Bcc: in (sendmail, I think).

How does one go about suggesting an encryption addition / standard?

These messages were posted a long time ago on a mailing list far, far away. The copyright to their contents probably lies with the original authors of the individual messages, but since they were published in an electronic forum that anyone could subscribe to, and the logs were available to subscribers and most likely non-subscribers as well, it's felt that re-publishing them here is a kind of public service.
