For all of you folks who are wondering what the deal is with Commander
Drake, here's a little history.

His real name is Paul Drake, no he's not a dragon in human form, but he
does look like a small dragon minus the wings. When I introduced him it
was to create a character who could arrest my favorite "good" guy, Action
Jackson, and take him to trial for his crimes of arms dealing, murder,
etc. After the trial, AJ was broken out by his friends and Drake went
nuts, per normal.

Since then, Drake has been a recurring annoyance to the people here as he
arrests and trys runners. That's what his Special Branch does. He gets
his best teams from the ranks of people he puts away for life, granting
them a reprieve if they'll work for him for 4 years. After that they're
free again. So he has some of the best deckers, sams, etc there are, and
access to a hell of a lot more of them.

The way I've always pictured InterPol in the 2050s is as a police
orginization that has all the laws of the world at thier disposal to do
stuff with. They follow the nations(or corps) laws whose soil they are
on, but they have agreements with everyone to pursue criminals across
international and corporate borders. Thus the reason that crimes
commited in other countries and on corporate turf doesn't phase Drake.
He has the power to arrest said runner and yank them from whereever they
are to whereever they are wanted and put the runner on trial, all with
only a pause to inform the host country that he's doing so and to tell
them that they lost thier jurisdiction as soon as he nabbed the runner.

As far as sources of information is concerned, you can pretty much rest
assured that he has access, admitedly through a filter or two, to all the
information that any government, corp, or institution has available to
it. All within constraints, of course, and not instant access either.
But that's still a hell of a lot of info available.

Drake himself recently crossed The no-longer-in-existance Orginization
and had Diana, AJ's daughter, drop the six story NY headquarters on him.
He needed some severe rebuilding, which he got by calling in a LOT of
favors. His personality is such that he never breaks the law. He bends
it all the time, but he never breaks it. He's a royal bastard when you
break whatever law he's enforcing at the time, which makes him a badguy
to the players here, but a goodguy to the rest of the world. He goes for
the jugular more often than not, and gets more runners nailed for it.
As for his weird appearance, he'd had his body modified long ago to the
rough shape of a dragon, with elongated snout, funky legs, fangs, claws,
scales, etc. Now, after being rebuilt, he looks even more like a dragon
than he did before. He has a spiked and very muscular tail which is a
weapon. The exact nature of his implants is, naturally, secret.

Drake can be a real bastard if you cross him, but a major ally if you're
aboveboard and don't break the law.

Oh, he can be manipulated within his world of the law. It's happened
before, and will again I'm sure.
