This is what I can offer you if you are still writing it up.

1) The facility is probably a few warehouses behind a fence with some
patroling guards.

2) Staffed by 20-30 gangers. They'll be packaging the weapons and ammo.

3) No support from KE do to the fact that they will finger them as doing
Black opps.

4) Really just a hoes job but remember to get video tape of them,
making/packaging the bad ammo. Have some KE boss show up to check on
status. Try and nab him but kill him off by one of the gangers accidentlly
shooting him.
