The reward at this time is an internal discussion, the information was
passed to Lynch as a courtesy, seeing as SIGA are working with the FBI
on this. However, in that post it was stated that the FBI would be
posting the reward to the matrix. So no, it's not a private thing, it's
available in the public database at the Hoover building, and on Police
station/Post Office public announcement areas. I didn't have a "WANTED"
poster designed for Thunda, at the time of informing Lynch. But if
everyone wants it made as a general post to the list, then I'll get it
sorted. However, the information _is_ public. As all "Wanted" Dead or
Alive lists, they are publicly available from the FBI, I have the latest
one from the FBI web site, so it's not beyond reason to think that
bounty hunters and suchlike would be checking the FBI boards at a
regular rate, looking for new income and work. Also, it's not the FBI
who are actually offering the reward, they are not allowed as such to
put a price on someones head, but they are allowed to advertsie a reward
placed by a seperate concern :) So Thunda's reward is actually from
someone else, and I wanted a short delay in the announcement to Lynch,
which would warn him of individual actions likely to join the hunt, so
the character would be prepared for meeting any other interfering
busybodies looking for a bounty. The amount offered has to be verified
by the FBI, and the amount deposited in a secure account, so that they
can pay it out to the claimant. Unfortunately , SIGA cannot claim the
reward, neither can any other "official" security agency, only
individuals can do that. If Easy is working with Lynch, then she is
effectively employed by SIGA, and will immediately revoke her
entitlement to the reward. Only independant teams and bounty hunters
can claim the amount offered.

But again, the amount was stated for the list, in a private post to
Lynch. He's out working the streets and needs to know what he's up
against. A lot of greedy amateurs after a quick buck are going to get
involved in this so he needs to know. But I did state that it was to be
posted to the Matrix, by the FBI. This would logically be done from the
Hoover building first, before it made it to local law enforcement
agencies, and other advertising areas.
