Is it just me, or does this mean that the UCAS is turning a blind eye
to whatever and outside parties might do to Maxim?

Not even slightly: the UCAS is trying to prevent what happened in Warsaw from
happening to any of its population centres.

What they can do about it is another matter. What they are safely able to do
is yet another variable...
