I thing that Diana Eithne is arming the Ancients. She doesn't have quite
the resources as Dorian and seems to like to do things from behind the
scenes. Especially if she can ally herself with members of Tir Tairngire
or Tir Na NOg ( or whatever the drekking thing is spelled like).
